The 13 Wishes doll line comprises at least five characters who are all influenced by the wish-fulfilling magic of the genie Gigi Grant. They are Gigi Grant herself, Twyla, Howleen Wolf, Lagoona Blue, and Cleo de Nile. Cleo de Nile is only available in the Desert Frights Oasis playset. The playset might be an exclusive. The line is set for release in July 2013. 

The description for the line found on the back of the doll boxes is as follows:

When she discovers a genie and her lamp in the attic of Monster High, Howleen Wolf believes her dreams of popularity are only a wish away. But in the Monster world, genies don’t just grant them 3 wishes; they grant 13! Now Howleen is about to discover that each wish comes with a dark side and soon she finds herself under a spell of temptation that wrecks havoc on the student disem-body of Monster High.

So join Frankie Stein, Clawdeen Wolf, Draculaura, Abbey Bominable and the rest of the monster high ghouls as they strive to save Howleen… and the very soul of Monster High!

Name

The name 13 Wishes appears on the boxes, but no such trademark exists (yet).

Assortment relations

More even than in Scaris: City of Frights, the main dolls of 13 Wishes show a move towards a main series setup and thus the line follows from both Scaris: City of Frights and Picture Day, which was the first side-main series.

Scaris: City of Frights was the first line to incorporate two types of dolls: deluxe and budget dolls. 13 Wishes takes the concept further by naming one its type-lines differently, namely 13 Wishes: Haunt the Casbah. Though arguably the smale line, the name specification as well as the fact that the contexts of the two lines greatly differ make that the Monster High Wiki treats them as separate.

Each 13 Wishes doll comes with a diary, the character's profile, of which Lagoona's is a special one for her freshwater persona, and a short description of the plot of "13 Wishes" printed on the back of the boxes.

Fiction

The Late 2013 TV special "13 Wishes" will prominently feature the 13 Wishes line.
